About Pound Ridge
The Town of Pound Ridge, located in northern Westchester County, is 19 miles northeast of White Plains and 43 miles north of midtown Manhattan. The Town is approximately 23.2 square miles. or 14,833 acres in area.
Europeans settled Pound Ridge in the early 1700s, although Native Americans were residing in the area for quite some time before the 1700s. Pound Ridge was incorporated as a Town in 1788. In the early days, the Town’s economy was based on agriculture and cottage industry, including basket and shoe making. At the end of the nineteenth century, industrial development and the establishment of transportation routes changed nearby communities, but bypassed Pound Ridge.
Pound Ridge has always been relatively remote and isolated compared to other communities in the region. The lack of direct railroad access and major regional highways has insulated Pound Ridge from many of the development pressures of more urbanized communities. Pound Ridge is also isolated physically by the Mianus River and Gorge along the western border, the Ward-Pound Ridge Reservation and escarpment to the north, and by the streams, reservoirs and watershed lands along and near the eastern border. These topographic, environmental and geographic characteristics have influenced the rate and type of development in Pound Ridge over the years.
In the 1950s and 1960s, the Town and the entire region grew considerably. The baby boom, increasing prosperity, the expansion of the suburbs, improved access and transportation, and more employment opportunities in Westchester County made Pound Ridge and other formerly remote communities more desirable places in which to live.
The Town of Pound Ridge anticipated this population growth and in 1959 rezoned a large area of the Town (11,600 acres) from 2 acres to a minimum of 3 acres per lot. This rezoning and later preparation of environmental regulations (Pound Ridge adopted New York’s first local wetlands protection law in 1969) had a profound effect on the growth and development of Pound Ridge as we know it today.
Pound Ridge provides a variety of community services and facilities, including fire and police protection, school facilities, the library, highway services, recreation facilities and services, senior services and recycling.

Small municipal stormwater sewer systems (MS4s) that are located within the boundaries of a Census Bureau defined "urbanized area" are regulated under EPA's Phase II Stormwater Rule. Revenues, primarily mortgage tax revenue, sales tax revenue, and building permit revenue have improved. Mortgage tax revenue remains at lower levels in FY2017 as compared with pre-recession revenue levels. The Town management recognizes the expectations for economic growth have improved but FY2018 budget levels are conservatively set to operate at lower revenue levels in the near term. The amount of long-term uncollected taxes were reduced in 2017 by 10% but remains at high levels and has the potential to affect cash flow for operations and fund balance reserves.
The Recreation Commission is responsible for developing, maintaining, and managing planned recreation-based programs throughout the town. Responsibilities also include planning and management of the town camp and park facilities including the pool complex. Meetings are held on the first Monday of each month.The Recreation Commission meets at the Town House once a month on Monday evenings.

The Mission of the Pound Ridge Economic Development Committee is to promote, encourage, and support local businesses in Pound Ridge and make Pound Ridge an economically vibrant community where people work, shop, dine, and enjoy services and recreation in Pound Ridge. This will be accomplished by involving established business organizations, Town Government Boards and Commissions, and Town residents.
The Housing Board consists of seven members, appointed by the Town Board. The members are appointed for a two-year term. The appointment of the Chair is for one year. Its mission is administrative as well as visionary. The Board meets on the 4th Tuesday of each month.
The Water Control Commission of the Town of Pound Ridge regulates local wetlands and areas around water.

Neighbor to Neighbor is a community based volunteer organization that helps our Pound Ridge Seniors and disabled in time of need. Neighbor to Neighbor works in conjunction with the Town Recreation Department and Town Police Department.
Some of the services we provide include transportation to doctors and food shopping at The Market at Pound Ridge Square and other stores in town. If you can't get out...our volunteers can shop for you; and we can also deliver hot meals to your home if you are temporarily unable to cook.
We offer an array of senior social events and information related to senior issues in addition to the Call Reassurance program, File of Life and medical equipment loan program.

Prior to an application to Subdivide Land or a Lot Line Change, the Applicant should read the following sections of the Town Code that are available on the Town's home page, "Town Code":
- The Code of the Town of Pound Ridge, Chapter 113, "Zoning", which contains standards and requirements for development in the Town's various zoning districts.
- The Land Development Regulations, which guide the Planning Board in orderly development of land. In particular, Chapter, A117 Article III "Subdivision Applications".
Commercial site plan approval is needed for development of a parcel of land for business purposes in any of the Town's business districts (the "Planned Business" districts; PB-A, PB-B, and PB-C). Site plan approval is also required to take an existing building in a business district and add onto it. Site plan approval is also needed to improve a non-conforming business use in a residence district, which approval is generally subject to the same zoning standard as for conforming uses in business districts.
Some uses are permitted in the business districts subject to the approval of a special permit by the Pound Ridge Town Board, and it is likely that the site plan approval of the Planning Board will still be needed prior to issuance of a building permit.

The Water Control Commission regulates local wetlands. Many of the Town's ponds, lakes, and wetlands provide important beneficial functions including natural flood and storm water control, groundwater recharge, natural pollution treatment, and erosion and sediment control.
The Town's wetland ordinance was created to provide protection, preservation, proper maintenance and use of the ponds, lakes, streams and wetlands, and to protect the potable surface and ground water.
The Assessor is the official who estimates the value of real property within the Town's boundaries. This value is converted into an assessment, which is one component in the computation of real property tax bills.
The mission of the Pound Ridge Recreation Department is to create and promote recreational, cultural, and play opportunities for all town residents and to enrich their lives by preserving and enhancing the town's parks and natural areas.
The Pound Ridge Recreation Department offers many seasonal as well as ongoing programs throughout the year.
Our Building Department prides itself on being the keeper of our public safety — both at home, and in our businesses in Town. Our knowledgeable Building Inspector and his staff assist residents in determining the best way to completed desired projects and to comply with all applicable code requirements.
Some of the most common reasons residents visit the Building Department are when they want to renovate their home, put in a pool, or put up a fence.
The Building Inspector should be contacted for any suspected Illicit Discharge in the town waters.

The Receiver is elected to serve a four-year term; the number of terms is not limited by law. It is the responsibility of the Receiver of Taxes to receive and collect all Town, County, and Special District taxes. We also collect Pound Ridge's portion of school taxes for two school districts; Bedford Central and Katonah-Lewisboro and enforce the collection of delinquent taxes.
School tax bills are mailed out by the end of August and may be paid in full or in two installments. The 1st half is due on or before September 30th and the 2nd half is due on or before January 31st.
If your payment is not received by the due date, the payment penalty added to the tax bill is as indicated in the month paid:

Tax payments must be in the Tax Receiver's Office by 4:30 pm on the last day of the tax collection month or by 12 midnight online. If you get stuck in traffic or find yourself rushing to make it on those last days, just give a call and we'll wait for you. Please note, if you chose to send payment by mail the envelope MUST contain a timely OFFICIAL United States postmark. Office meters and foreign postmarks are not acceptable when received after the due date.
On July 1st all unpaid taxes are filed with the Westchester County Clerk's Office.
Exemptions
There are a number of exemptions available to property owners such as STAR, Enhanced STAR, Veterans, Aged, and Volunteer Firefighters/Ambulance Workers exemptions. Please contact the Assessor's Office with any questions you may have regarding these programs.
Third Party Notification
If you are 65 years of age or older or disabled and you own and occupy a residence in Pound Ridge, you may designate a consenting adult third party to receive duplicate copies of your tax bills and notices of unpaid taxes until further notice. Applications may be obtained in person from the Tax Receiver's Office.
Online Bill Payment
Your property taxes may be paid on the Internet from the convenience of your home or office at any time, seven days a week. Use the Pay Taxes Online on the home page. Choose the bill or tax installment you wish to pay. You may select any number of bills for payment; a receipt will be shown and immediately emailed for your records.
We accept MasterCard, Visa, and electronic checks, which are available to anyone having a checking account with sufficient funds. The charge for using an e-check is $1.75 and approximately 2.8% for your credit card.
The Highway Department:
Maintains and replaces all Town of Pound Ridge owned road signs.
Trims trees and removes dead trees within the town right of way.
Does drainage work, replaces and cleans catch basins and pipes.
Mows, sweeps and cleans town roads.
Plows and sands all town roads.
Blacktops town roads and fills in pot holes.
The Finance Department is chiefly responsible for recording and accounting for the financial activities of all Town government unit operations and for reporting the results of financial activities compared to the budget periodically and annually. Additionally, the Finance Department supports the Town Board in managing financial stability through multi-year planning of daily operations, capital projects and managing debt.
The department, managed by the Director of Finance, performs many specific functions including the following:

In addition to serving as clerk of the Town Board, the Town Clerk is the Records Management Officer and Registrar of Vital Statistics, responsible for the care and custody of all official and vital records of the town. The Town of Pound Ridge Police Department is made up of a dedicated and skilled group of professionals who are committed to working with the community to make the Town of Pound Ridge a safe and desirable place to live, work or visit. Our mission is to partner with the community to solve problems and improve public safety in a manner that is fair, impartial, transparent, and consistent.
Pound Ridge’s Town Government has been housed at 179 Westchester Avenue since the early 1970’s. Through the generosity of the late Mrs. C.F. Roe Slade and the C.F. Roe Slade Foundation, the town took ownership of the approximately 5500 square foot residence and surrounding properties and transformed the building into functioning offices. Mrs. Slade was adamant about preserving the 20 acres of land as a wildlife refuge.
The Code Book for the Town of Pound Ridge contains all current local laws enacted by the Town Board and a link to the entire code book is available at the bottom of this page.
The Town Board is Pound Ridge's legislative branch, responsible for administering the government, approving the budget and taxes, and appointing members to boards and committees. Town Board members are elected to four-year terms; the Supervisor is elected to a two-year term.

The Pound Ridge Museum, located in the Hamlet next to Conant Hall, is chartered by the New York State Department of Education and sponsored by the Pound Ridge Historical Society. The museum functions as an exhibit and Historical Program Center, and serves to promote and preserve the history of Pound Ridge. The Town of Pound Ridge, located in northern Westchester County, is 19 miles northeast of White Plains and 43 miles north of midtown Manhattan. The Town is approximately 23.2 square miles. or 14,833 acres in area.
There are approximately 84 miles of roads in Pound Ridge. Approximately 83% of these are Town~owned. The others are State and County roadways that form the backbone of the Town‘s roadway system; they are High Ridge, Long Ridge, Salem, Stone Hill, Redford-Pound Ridge Road, and Westchester Avenue. Many of these roads date to pre-revolutionary times. Although extensively modified over the years to improve their condition, function and capacity, all remain two-lane roads without traffic signals. Older Town-owned roads closely follow the contours and features of the land.
The Planning Board, Zoning Board of Appeals and Water Control Commission are seeking a part time clerk to perform the multiple duties of those Boards and Commissions.
Each local government is required by State law to have a Board of Assessment Review. The Board of Assessment Review meets to hear assessment complaints. Any person who pays property taxes can grieve an assessment, including:
- property owners
- purchasers
- tenants who are required to pay property taxes pursuant to a lease or written agreement

The proper administration of the government of the Town of Pound Ridge requires its officers and employees, whether elected or appointed, paid or unpaid, including members of any administrative boards, commissions or other agencies, to be impartial and free from conflicts of interest in fulfilling their public responsibilities.
The Drug Abuse Prevention Council is three-town cooperative effort to implement science-based prevention strategies that focus on increasing protective factors and decreasing risk factors associated with alcohol and drug abuse in individuals, families and communities. What is a driver responsibility assessment?
The driver responsibility assessment is a fee you must pay to the DMV over a three year period if you are convicted of certain traffic offenses in New York State or accumulate 6 or more points on your driving record within 18 months. This fee is in addition to any fines, penalties, or surcharges that you must pay for a traffic conviction. The purpose of the assessment is to prevent the repeated behavior of problem drivers and to improve traffic safety.

Registration is open for the Pound Ridge Recreation basketball program for 1st - 8th grades. The 1st & 2nd grade programs meet only on Saturday mornings, 1st grade meets at 9:00am and the 2nd grade at 10:30 at the PRES gym starting on Jan. 5th . The 3rd - 8th grade program have a practice day during the week starting mid Nov. and a games schedule starting on Jan 5th. The games are played at the Fox Lane Middles School, Leonard Park in Mt.
Revenues, primarily sales tax revenue, and building permit revenue have improved. Mortgage tax revenue remains at lower levels in FY2018 as compared with pre-recession revenue levels. The Town management recognizes the expectations for economic growth have improved but FY2019 budget levels are conservatively set to operate at lower revenue levels in the near term. The amount of long-term uncollected taxes were reduced in 2018 but remains at high levels and has the potential to affect cash flow for operations and fund balance reserves.

At our Town Board Meeting on Tuesday, the Town Board announced our intent to purchase 7 Old Pound Road’s 3-bedroom home and adjoining undeveloped 18+ acres for $1,250,000. The primary reason to purchase this property is to protect it due to its proximity to the Town Park and the Historic District. We have struggled with the timing of this purchase due to the pandemic and financial uncertainties ahead; and after much debate believe this is a once in a generation opportunity to take control rather than let it fall back into private ownership.

A marriage license issued in the Town of Pound Ridge is valid throughout New York State. The license is good for 60 days, but there is a 24-hour waiting period after obtaining the license before the ceremony can be performed.
Both parties applying for the license must appear, and each must present an original birth certificate or a certified copy and some form of government-issued photo ID (such as a driver's license or passport). If you have questions about required documents, please contact the Town Clerk's office.
Pursuant to Section 91 of the Town Code, a Special Event Permit is required for any sale, festival, or other special event that is conducted on Town property; that exceeds the building envelopes in the Business District; or that significantly impacts available public parking, vehicular or pedestrian traffic, or access to public roads.

How many tax bills do we have in Pound Ridge and when are they due?
We issue two tax bills.
The Town/County bill is mailed at the end of March and is due on or before April 30th.
The School bill is mailed at the end of August and is payable in one or two installments.
If paid in one installment it is due on or before September 30th.
The Pound Ridge Swim and Dive Team Dolphins are members of the Northern Westchester Swimming Conference, Division 1.
Dolphins offers a fun and rewarding environment in which to develop technique and greater understanding of competing.
Who can tryout?
Anyone between the age of 5-18 years of age and has a current 2024 pool pass membership.

To celebrate World Read Aloud Day on February 7, the Pound Ridge Library Foundation is calling on local K-5 students to help us design our new bookmark!
The winner will be announced on World Read Aloud Day and the winning design will be printed on bookmarks for the whole town to enjoy.
Use the template in the attachment to submit your design. Submit by Wednesday, January 31 in the collection bins either at the Pound Ridge Library or Pound Ridge Elementary School. Students need not attend PRES to participate.

Recently, some private wells tested in Pound Ridge have revealed the presence of per- and polyfluoroalkyl substances (PFAS), commonly referred to as "forever chemicals," in their drinking water at levels exceeding both State and EPA standards. This occurrence is not exclusive to Pound Ridge, as PFAS contamination has been detected in public and private water systems across the nation.
